Understanding EU roaming – how to use data, calls & texts in Europe without cost traps
Whether a city break, beach holiday or business trip: with EU roaming you're online stress-free while traveling in Europe. Data use, calls and texts work just like at home, but only if you know the rules, fair-use limits and particularities.
Find out here how to avoid pitfalls, what applies for Switzerland, the United Kingdom & co. – and how BuddySIM connects you reliably everywhere.
What is EU roaming? The "Roam Like at Home" principle explained simply
With EU roaming you use your existing mobile plan in all EU countries as well as in Liechtenstein, Norway and Iceland at the same prices as at home. This applies to
- mobile internet,
- calls
- and texts.
The “Roam Like at Home” principle guarantees you transparency and protects you from unexpected costs. The legal basis stipulates that no surcharges apply for temporary travel within the EEA¹.
Caution: A permanent stay doesn't count! The rule applies exclusively to temporary travel. Anyone who moves abroad is no longer covered by the EU roaming conditions. Be sure to check with your provider in good time.
Where does EU roaming apply? Country overview & special cases
EU roaming applies in all 27 EU states as well as in Norway, Iceland and Liechtenstein. In border areas, for example near Switzerland, Ukraine or Russia, your phone may dial into the neighboring country's network, which can get expensive!
So whenever you travel close to a border, always check the network you're currently using.

Cruises, ferries & airplanes: At sea or in the air, your phone often switches to satellite connections. These aren't covered by the EU rules and incur special tariffs.
Switzerland & the United Kingdom: There's no guarantee of free roaming for these countries. Check in advance how your provider bills there, or protect yourself with BuddySIM's flexible packages.
Fair-use policy in EU roaming – what does it actually mean?
The fair-use policy limits how much data you can use abroad without extra charges. The limit depends on your plan price and rises every year
- 2025: €1.30 per GB,
- from 2027: €1 per GB as the wholesale price).
The cheaper your plan and the more data you have included, the faster you reach the abroad limit.
If you exceed your fair-use limit, you pay a small extra charge per additional GB, currently a maximum of €1.30 (2025). Your provider must warn you in good time (often at 80% usage).
Calculating the fair-use limit correctly – step by step
- Divide the gross price of your plan by the current EU wholesale price (for 2025: €1.30/GB).
- Double the result = maximum data volume for EU roaming.
- The provider warns you as you near the limit; once you exceed it, you pay a surcharge per gigabyte.
Tip: Anyone who calls/surfs more abroad than at home within four months will receive a fair-use query. With proof that your center of life remains in your home country, EU roaming is retained – otherwise the provider can charge extra costs.
How the cost airbag protects you
- Price cap: From €50 in extra costs, or €100 at the latest, the provider automatically blocks mobile data use – you then decide whether to keep surfing¹.
- SMS notification: You're always actively informed as soon as you reach your limit.
Checklist: surf safely and fairly within the EU
- Before you set off, check whether your destination qualifies for EU roaming.
- Check the current provider conditions (including for Switzerland, United Kingdom).
- Memorize or note down the fair-use limit of your plan.
- Regularly check the network operator, especially in border regions!
- Keep BuddySIM in mind as a Europe-wide solution to surf flexibly and without nasty surprises.
